ESRI, a provider of GIS software, and St. George Consulting, have announced that SSTS 2.0 (Spill Site Tracking System) was awarded the distinction of second place in the category of Most Innovative Solution in the ESRI ArcGIS Challenge Contest
.
The ArcGIS Challenge Contest was designed to highlight ESRI business partners who have developed solution products based on ArcGIS, ESRI’s flagship GIS software. The contest was judged at the 2002 ESRI International Business Partner Conference held in Palm Springs, California, February 24-26, 2002.

SSTS 2.0 is an enterprise-wide database and GIS system that provides responders to an oil spill with access to a wide range of previously unattainable data. A responder at an oil spill site needs to make quick judgments about the right actions to take to mitigate the situation. Before SSTS 2.0, those judgments may have been compromised by a lack of detailed knowledge of past or extenuating circumstances. This was not a risk that the Maine State Department of Environmental Protection (DEP) was willing to take. The DEP’s Bureau of Remediation and Waste Management was challenged to develop a method for providing its staff of 25 first responders with efficient and accurate access to data. They hired St. George Consulting, and the result was SSTS 2.0.

SSTS 2.0 is deployed in the field on military-grade laptops that integrate all of the MDEP business databases with ArcGIS mapping capabilities. The responder sees information about past spills, the geology, and the locations of sensitive environmental areas or public health risks. When the responder returns to the office, data gathered in the field are incorporated into the MDEP enterprise databases using the replication feature of SSTS 2.0
