New flood detection methodology uses low resolution satellite data

Russia: The methodology for detecting river floods using Terra low resolution data was developed and tested by specialists of the Risk Monitoring and Forecasting Section under the Fire and Civil Defense Department of the Volgograd Region Administration.

The methodology was tested during 2010 spring flood. Using low resolution satellite data (250 meter/pixel), the monitoring detected flooded settlements, ice blockages on rivers, river flooding boundaries as well as fields flooded as a result of snow melting.

The spring flood affected 14 municipal districts of the Volgograd Region. 1975 houses in 57 settlements were flooded. 116 people were moved to another residency for the period of the spring flood. The Terra satellite data helped to detect settlements impacted by flooded rivers, which later was verified by highly detailed images of EROS A satellite provided by ScanEx RDC.
