Together with GTZ (Gesellschaft für Technische Zusammenarbeit), Eschborn, Germany, AED-SICAD started a PPP project (Public Private Partnership) in Romania. The aim of the cooperation project “KommGIS”, managed by the Leipzig-based company CGI, is the setup of a GIS system to manage urban real estate cadastre in Romanian municipalities. Phase 1 consists of a pilot project for the municipalities of Sighisoara (Mures District) und Odorheiu (Harghita District). During phase 2 the project will be expanded to 10 and during phase 3 to 30 further cities. These are being chosen by the Romanian Ministry for Public Works, Transport and Traffic (MLPTL). At the beginning of the nineties, Romania initiated a reform to increase efficiency in the use of property. One of the prerequisites was the introduction of a modern cadastre system. It accelerates the access to the free market system and sets the stage for a future membership in the European Union.
The tasks are distributed according to a detailed project structure. Coordination and evaluation of the overall project is carried through by GTZ and GCI. L&Mark is charged with the technical project management and the development of special software for “KommGIS”. AED-SICAD provides the GIS standard software for the municipal GIS system. Further tasks are realized by the involved companies on-site. Additionally, the Romanian Ministry for Public Works, Transport and Traffic provides considerable support.
