EMERGE, a organisation in providing high quality digital imagery and delivering cost effective digital sensor technology, received a contract with Obsidian Group to deliver color and color infrared imagery of 31 U.S. Naval training and education sites covering 360 sq miles. The challenge, says Dan Van Slyke, President of Obsidian Group, is that the bases run the gamut from small sites, less than one square mile in area, to those covering more that 30 square miles and from densely built-up areas to heavily forested rural ones. The sites span the South from Texas to Florida, and run as far north as Illinois. To deliver on its ongoing GIS contract with the Navy, Obsidian chose EMERGE to provide affordably priced, accurate imagery for planning and resource management. The 0.3 meter (1 foot) imagery will be used to update existing GIS data, to reflect changes such as new buildings and roads.
Navy training commands are sensitive to their neighbors and will also draw on the imagery to examine existing and future flight paths. The goal is to reduce the noise impact on residential areas by exploring possible changes to current flight paths, and to consider long-term solutions to prevent future disturbances. Infrared imagery will also help manage the Navy’s tree farms, which are found on about half of the bases.
EMERGE began data collection in December 2002 and will complete the project within four months. Van Slyke reports that the delivered imagery is consistently within one meter plus horizontal accuracy. Obsidian will further tune the georeferencing of the imagery to the existing land bases, compress it, and turn it over the Navy. Obsidian Group has worked with digital imagery in the past and was disappointed when the production algorithms could not match up tiled images with high percentages of tree cover. EMERGE provides high quality digital ortho-rectified mosaic imagery products for a variety of applications. The imagery is geometrically and radiometrically corrected for use in land management, mapping and GIS applications. The high-resolution aerial imagery is collected with typical resolutions of 0.3 to 1-meter in natural color or color infrared. In 2002 the company began selling its industry-leading sensor, the EMEGE Digital Sensor System.
