The Santa Clara Assessor and County Finance Agency have entered into contract negotiations with ASIX, Inc. for the custom implementation of NovaLIS’ Assessment Office for property assessment, and the development of a new tax management system. Earlier this month, the Santa Clara Board of Supervisors approved the Delegation of Authority Memoranda authorizing each office to begin contract negotiations with project leader, ASIX, to define two separate projects. The Assessor’s project includes the services of Valcura International as an ASIX subcontractor. Valcura’s efforts will incorporate the development and integration of a custom version of NovaLIS’ Assessment Office for appraisal of real property. Assessment Office will be integrated with Apex™, the property assessment and tax management product for California currently being developed by ASIX.
The project is expected to begin in late summer or early fall of 2003 as soon as contract negotiations are concluded. The development and phased implementation of a set of integrated software modules is estimated to take several years. NovaLIS’ Assessment Office combines the proven capabilities of Computer Assisted Mass Appraisal (CAMA), assessment administration systems, GIS, document imaging, tax billing, and workflow management technology to fully automates property appraisal and administration practices.
