Administration Authority of the German Federal State of Thuringia migrates to EKIS

Germany, 25 April 2006: The Administration Authority of the German Federal State of Thuringia (TLVwA) has migrated its information system about intervention and compensation areas, EKIS in short. It is based on a combined application of the GIS Portal, the AED-SICAD Web platform, with the ArcGIS Server technology by ESRI, in connection with the IT-Infrastructure of Fujitsu Siemens Computers (FSC). The TLVwA gave the project to the consortium AED-SICAD, FSC and IBU.

The pilot phase, that ended successfully in March 2006, showed that the, until now desktop oriented work processes are now completely available and administrable in the Web – with all its advantages. Thus, the TLVwA can provide the infrastructure and the technical operations, to document interventions as well as compensating measures and in the future also any other tasks – country-wide via a central service, based on a first-class IT infrastructure (server applications, thin client for users).

The EKIS application is one of the first projects with full Web-based editing option on the basis of the new ArcGIS server technology in Germany. This solution combines the up-to-dateness and transparency through a centralized data management with best possible availability and editing possibilities via Internet for all involved parties. This signifies direct writing of data into the ArcSDE, thus avoiding redundant data storage. ArcGIS Server acts as Engine with full-blown GIS functionality. In the GIS Portal, this has been integrated for the EKIS application and provided with an own tab.
