Urbanization is obvious in recent decades in china; infrastructure in urban area is rapidly developed and provides a better service for the social development, but the Risk of infrastructure from the natural and man-made hazards is increasing. It is necessary to take measures to reduce risk according to the statistical reports of disaster damage in the world. Management of infrastructure is a powerful tool to realize above aims. In order to greatly improve level of management of infrastructure, the high new technology should be used. The paper presents a GIS based on infrastructure management for earthquake disaster mitigation. The lifeline systems, all of sorts of building and architecture, engineering geology and hydrological geology and so on are included in this system. The principle, design criteria, structure and functions of this system are described in this paper. Its application shows that GIS is a suitable tool to build this system.
